A group of leading companies in artificial intelligence (AI), such as Google,Microsoft, OpenAI, and Anthropic, have formed the Frontier Model Forum, an industry body that aims to work with policymakers and researchers to regulate cutting-edge AI technology. The forum seeks to establish best practices for AI safety, contribute to research into AI risks, and share information transparently with governments and civil society. This initiative is an effort to establish voluntary guidelines for AI technology in anticipation of forthcoming efforts by US and EU lawmakers to create binding legislation for the AI sector. The forum is open to other companies working on advanced AI models, and it plans to make its technical evaluations and benchmarks accessible to the public through a library.

Prior to forming this forum, these companies pledged to the Biden administration to subject their AI systems to third-party testing before public release and to clearly label AI-generated content. The decision to establish this forum comes after some AI experts warned lawmakers about potential societal risks resulting from unchecked AI development. For instance, Anthropic CEO Dario Amodei expressed concerns about AI misuse in areas like cybersecurity, nuclear technology, chemistry, and biology, suggesting that within a few years, AI might become powerful enough to help malicious actors build functional biological weapons. Yoshua Bengio, another AI pioneer, emphasized the need to restrict access to AI systems, develop effective testing procedures to ensure alignment with shared societal values, limit the comprehension of the world by any single AI system, and control the real-world impact of AI systems.

The European Union is moving towards AI legislation that could soon be finalized, banning AI for predictive policing and restricting its use in lower-risk scenarios. In contrast, US lawmakers are still catching up with several AI-related bills introduced in Congress. Senate Majority Leader Chuck Schumer has prioritized educating members about the basics of the AI industry through a series of briefings this summer. In September, the Senate plans to hold nine additional panels to explore the implications of AI on jobs, national security, and intellectual property.

All in all, the establishment of the Frontier Model Forum is a significant step in promoting responsible AI development and addressing potential risks associated with AI technology. By cooperating with policymakers and researchers, the forum's aim is to shape the future of AI regulation and ensure AI benefits allof humanity.
